Jurgen Klopp’s poor disciplinary record and his failure to heed previous conduct warnings were aggravating factors which led to the Liverpool manager receiving a two-match touchline ban for implying bias by referee Paul Tierney. Klopp was fined £75,000 and will not be in the technical area for their final Premier League home game of the campaign against Aston Villa on Saturday but the second match of his punishment has been suspended until the end of next season. The German admitted a charge of improper conduct in that his comments about Tierney implied bias, questioned the integrity of the referee and brought the game into disrepute. Klopp, who was booked for celebrating in the face of fourth official John Brooks after Diogo Jota’s added-time goal in the 4-3 win over Tottenham last month, suggested in post-match interviews what Tierney had said to him in issuing the caution was “not OK” and went on to add “we have our story, history, with Mr Tierney. I really don’t know what this man has with us”. The independent disciplinary commission, in its written reasons, said the Professional Game Match Officials Limited viewed Klopp’s comments as an “unwarranted attack on Mr Tierney’s integrity” and so immediately issued a statement in defence of the official. Klopp later apologised, clarifying his words and denying he had questioned Tierney’s integrity and while that, and his letter to the commission, were deemed “considerable mitigation” it was his history which counted against him. “Mr Klopp has a poor record for disciplinary offences, having appeared before commissions on three occasions in the past five years,” said the commission in its written reasons. “In November 2022 in an appeal in which two members of the present commission sat, Mr Klopp received a touchline ban, a fine and a warning. “Those sanctions plainly failed to deter Mr Klopp from committing nine similar breaches of the rules. Mr Klopp is a high-profile individual in the football world. He must have known that what he said would attract widespread publicity. “He should have realised that it was incumbent on him to restrain himself and to behave properly. “The statements that Mr Klopp made/adopted were not limited to comments on the immediate match, but extended to allegations of persistent bias against a blameless referee. “The intense media interest that followed Mr Klopp’s remarks was highly damaging.” Klopp created a problem for himself when he charged down the touchline following Jota’s goal after Tottenham’s 90th-minute equaliser had cancelled out Liverpool’s earlier 3-0 lead. From evidence obtained from the officials’ audio, Brooks told Tierney “Jurgen Klopp has just run and celebrated in my face. I think it’s a yellow card mate, minimum”. To be absolutely clear, I know that Mr Tierney, along with all other officials, do their work without any pre-conceived bias or prejudice Liverpool manager Jurgen Klopp on referee Paul Tierney VAR backed up Brooks’ opinion and in booking Klopp, Tierney said: “I have to show you yellow… it could be red, but I am going to show you yellow. We will give you the benefit of the doubt, don’t do anything more.” Those were the comments Klopp deemed “not OK” but it was not his behaviour on the pitch which produced the disciplinary charge but the aspersions he cast at Tierney, which he subsequently withdrew in a press conference a couple of days later and in a letter of apology to the commission. Liverpool, in their own letter, stressed Klopp may have misunderstood Tierney and “they do not believe that Mr Tierney purposely gives decisions against LFC and that any suggestion that Mr Tierney was biased or not wholly impartial was totally unintended. “Mr Klopp did not wish to suggest that Mr Tierney was dishonest, just that there were a long list of key decisions which he felt aggrieved by that have involved Mr Tierney. “Both LFC and Jurgen Klopp regret that his comments have become a story in themselves and that there has been any question mark cast over Mr Tierney’s impartiality – that was not intended.” Klopp spelled out his regret in his own letter, saying: “Although it was not my intention I accept now it appears that I was questioning Mr Tierney’s integrity. I take ownership of this. On reflection, the words I used were inappropriate. “To be absolutely clear, I know that Mr Tierney, along with all other officials, do their work without any pre-conceived bias or prejudice. “Although not an excuse, I believe we have made up a high percentage of Mr Tierney’s matches this season? Something in the region of 20 per cent of the matches he has officiated have involved my team. “I do not offer this as a defence, rather it is an observation and could be a reason for both the build-up of frustration governed by an inadvertent accumulation of incidents over an extended period.”

A dozen years ago, Arsenal sought reinforcements at the heart of the midfield. The callow pair of 20-year-olds, Francis Coquelin and Aaron Ramsey, had started the historic humiliation of an 8-2 thrashing at Old Trafford. Arsene Wenger promptly signed a leader for who the prospect of playing for Arsenal had a greater allure than a lucrative contract to stay in David Moyes’ team. The similarities between Mikel Arteta and Declan Rice may end there; the former West Ham captain marked his arrival at Arsenal by speaking of a determination to spend “my best years at this great club” whereas, for the old Evertonian, it amounted to his last years as a player and, arguably, Goodison Park saw his him at his peak. At £105m, Rice cost rather more than his new manager. He arrives with Arsenal not at a low ebb but at a relative high, following their highest finish for seven years and with their best points total since the Invincibles. Manchester has a different pertinence now. By preferring Arsenal to Manchester City, he may have done the Premier League a wider service; Arteta needed Rice more and pursued him for longer but had Pep Guardiola secured the services of his former assistant’s top target, it would have been still harder to envisage anyone overhauling the champions. There is a cold logic to Rice’s decision, too, and not merely in the way his England sidekick Kalvin Phillips has floundered at City: tempting as it must have been to be presented as Ilkay Gundogan’s replacement, Rodri’s presence means Rice would only have been second choice for his optimum role. Instead, a team is being rebuilt around him. At Arsenal, he will have a significance commensurate with his record price tag; a new trio of Martin Odegaard, Kai Havertz and Rice has a bold look. There are dual reasons why Arteta’s choice of a midfielder has particular intrigue. One is his background in the position, and the other his managerial apprenticeship at Guardiola’s shoulder. It is notable that one of his midfield recruits so far – the January arrival Jorginho – was a target when they were together at City and that Oleksandr Zinchenko, converted into an inverted left-back by them at the Etihad, has adopted the same duties in the capital. Rice can seem the anti-Jorginho: less a regista, more a driving runner, scarcely a metronome, but often an all-action figure. It also makes him the antithesis of Arteta the player. Arteta the manager, however, has shown a fondness for defensive midfielders, whether the incumbent Thomas Partey, the new recruit Rice or Moises Caicedo, a wanted man in January, with the physical power he lacked. Rice’s move has echoes of Jack Grealish’s transfer to City for another nine-figure sum and not merely because each has traded the captaincy at one of the Premier League’s middle class for a place in the ranks among the aristocracy. Despite the huge outlay, the former Aston Villa man was given different duties by Guardiola; for Rice, too, the job description may change. He has spent much of his time at West Ham in a pair with Tomas Soucek, often with the quite old-fashioned division of labour where one can go forward if the other remains back. Arsenal’s midfield has a lone pivot and, with Havertz coming in and Granit Xhaka leaving, seems to have acquired a more attacking aspect. Rice will have to shoulder a huge responsibility. Unless he is teamed up in tougher games with Partey or Jorginho, the closest thing he may have to a partner could be Zinchenko in his hybrid role of full-back and wing-half. There will also be a stylistic shift: West Ham tended to have under half of possession, even when finishing in the top seven. Arsenal have rather more and Rice can expect greater involvement on the ball. But a theme of Rice’s career has been the way he has risen to challenges and surpassed expectations, and not merely those of Chelsea when they infamously released him. On day one at Arsenal, he spoke of having “more levels to go up to”. Improvement has been a constant in recent years and Rice can cast a gaze at new teammates and see a host who have progressed significantly under Arteta. He belongs in the same bracket as others for different reasons. Arteta came to the Emirates Stadium in the austerity era under Arsene Wenger where most of the prices were small, buys were generally designed to produce profits and the occasional loss-making deal felt a greater problem. Under Arteta, there has been more of a willingness to stretch themselves and there are several, such as Ben White and Aaron Ramsdale, for whom Arsenal were initially accused of paying over the odds; there is, though, a logic to paying over the odds for the right player, if not the wrong one, and sometimes fees can soon seem more justifiable. He will be part of an English core, too, even if it is possible that only Ramsdale, Bukayo Saka and him start in the strongest side. Arteta has a youthful local contingent, just as Wenger did with Theo Walcott, Jack Wilshere, Alex Oxlade-Chamberlain, Carl Jenkinson and Kieran Gibbs when the Spaniard signed. Yet in another respect, there is only one parallel with Rice in the Frenchman’s long reign. Not since Sol Campbell has an automatic choice for England joined Arsenal. Rice’s move across London is more costly and less controversial but if there is pressure on Arsenal’s record buy, there is less rancour around him. But, like Campbell 22 years ago, he is a statement signing nonetheless. Manchester United winger Antony has flown back to the UK to face the police over allegations of abuse and violence against women made against him. Antony has agreed to hand over his phone to Greater Manchester Police (GMP) to aid their investigation into the complaints made by the footballer’s ex-partner Gabriela Cavallin. Cavallin was in a relationship with Antony for two years and submitted allegations of “physical and psychological violence” by the Brazilian star to both GMP and São Paulo police earlier this month. Further assault allegations followed from Rayssa de Freitas and Ingrid Lana, with Lana’s complaints relating to a meeting between the pair in Manchester. Antony has denied all the allegations in an interview on Brazilian TV. The 23-year-old flew back to England on Tuesday from Brazil, where he was voluntarily interviewed by police in June and they have confirmed they don’t need any more information from him. He has now agreed to voluntarily meet with GMP. Earlier this month, Antony agreed to take a “period of absence” from Manchester United on full pay to address the allegations, meaning he would not play or train with the club until further notice. Despite returning to the UK, he will still not be considered for selection At the time, a club statement read: “Manchester United acknowledges the allegations made against Antony. It has been agreed with Antony that he will delay his return until further notice in order to address the allegations. As a club we condemn acts of violence and abuse. We recognise the importance of safeguarding all those involved in this situation, and acknowledge the impact these allegations have on survivors of abuse.” This was accompanied by a statement from Antony himself, stating: “I have agreed with Manchester United to take a period of absence while I address the allegations made against me. “This was a mutual decision to avoid distraction to my teammates and unnecessary controversy for the club. I want to reiterate my innocence of the things I have been accused of, and I will fully cooperate with the police to help them reach the truth.
