Fifa have claimed a significant victory in their attempt to regulate the world’s top football agents, as the European Commission has backed the governing body’s move to bring in strict new rules including a cap on fees. Although it will be a hearing at the European Court of Justice that ultimately settles the issue, the Commission’s written submission to judges carry significant weight. It is seen by sources involved as a “huge development” and being hailed as a win for Fifa in what had been developing into a highly fractious conflict. Agents argue that the global body is attempting to unfairly affect their earning potential through a labour negotiation issue that actually has nothing to do with football, and goes against European Union antitrust laws. One strident position has been that setting a price cap would essentially represent a price-fixing cartel by the clubs, which top agents had been putting a lot of focus on. The European Commission have instead argued that a cap is entirely justified in order to protect players and contractual stability, as well as limiting conflicts of interest while protecting players who lack experience or information about the transfer system. An additional note was that agents’ fees are actually excessive and out of kilter with any normal fees for a service. The Commission’s observations also pointed to the “degree of discretion” which EU law generally affords sporting associations in order to fairly govern. Of the cap, it was stated “the defendant has plausibly pointed out that very high agency commissions, which are completely decoupled from the cost of the consideration, create a strong incentive to exert massive influence on players in particular in order to force an early transfer.” A further issue the new rules are set to tackle is on representing various parties on the same deal. The Commission has also backed restriction of this, arguing it “appears suitable” to mitigate against potential conflict of interest. A date for the hearing at the court in Luxembourg has not yet been set. Kenny McLean savoured a special moment in his career after his last-gasp winner earned Scotland a crucial three Euro 2024 qualifying points from a 2-1 victory in Norway. McLean struck a composed 89th-minute finish with his right foot 10 minutes after coming off the bench and two minutes after Lyndon Dykes had cancelled out Erling Haaland’s 61st-minute opener from the penalty spot. Left midfielder McLean said: “It was pretty special, a really good moment for everyone involved and obviously for the fans that travelled – it was amazing, I can hear them outside now. “Obviously I have only had the San Marino goal previously so I am delighted to score such a meaningful goal. “I don’t know if I was too happy with Dykesy – setting me up on my right – but thankfully it worked. It doesn’t come out much but thankfully it paid off.” McLean was part of a triple change from manager Steve Clarke which also saw Billy Gilmour and Stuart Armstrong come on, after Liam Cooper had earlier replaced the fatigued Kieran Tierney. But I was trying to keep my head and wait for the opportunity. “I have to keep rolling on and hopefully when the chances come, they go in because the ball rolling in that goal was the slowest thing I have ever seen in my life and I was having a heart attack. I was just happy to see it go over the line. “And obviously when Kenny scored, it was the icing on the cake.” Scotland extended their lead at the top of Group A but face a quick turnaround before Tuesday’s visit of Georgia. Willian completed his brace with a dramatic stoppage-time winner from the penalty spot as Fulham held off Wolves to claim all three points in a thrilling 3-2 victory at Craven Cottage. A VAR check ruled the incident to have happened inside the area and Willian stuttered in his run-up and sent Sa the wrong way, stroking his effort into the bottom right corner to restore Fulham’s lead. A deft flick on from Jimenez set Iwobi through but the Nigeria international was denied his brace by Sa who tipped his effort over before the Wolves keeper stopped another effort not long after to keep his side in the contest with 20 to go. And Wolves converted a penalty of their own in the 75th minute through Hwang. Fulham skipper Tim Ream bundled Hwang to the ground and the striker stepped up and blasted his effort down the middle to make it 2-2 in front of Wolves’ travelling supporters. In dramatic fashion Fulham won another penalty in added time after Joao Gomes was deemed to have brought down Harry Wilson in the box.
